NOTICE OF PUBLIC HEARING RELATIVE TO ACCEPTANCE OF GRANT AWARD BY HAYWOOD COUNTY FOR FUNDING UNDER THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974, AS AMENDED
The Haywood County Commissioners will conduct a public hearing on Monday, May 20, 2024 at 5:30 PM, or as soon thereafter as the agenda will allow, during their regular meeting at the Haywood County Courthouse, 215 N. Main Street, Historic Courtroom, Waynesville, NC 28786, relative to the intention of the County to secure FY2022 CDBG funding under Title I of the Housing and Community Development Act to solicit input on local community development needs in relation to Community Development Block grant (CDBG) funding for this in the community
Haywood County has submitted a funding request and has been recommended to be awarded the amount of $2,204,683 in CDBG-Neighborhood Rehabilitation funds to upgrade and expand the armory facility to function as an Emergency Shelter and Emergency Management Service Facilities.
The following is a tentative list of proposed activities and an estimated budget. The grant agreement will be reviewed at the public hearing:
- Public Facilities Improvements for Emergency Management Service and Grant Administration Budget $2,204,683.
No individuals will be displaced, nor will any require temporary relocation assistance as a result of the proposed project.
Citizens will be given the opportunity to provide oral and written comment on the County’s past and proposed use of CDBG funds at the public hearing. All interested citizens are encouraged to attend. Persons wishing to be heard at the public hearing are asked to be present. The County Commissioners may adopt reasonable rules governing the conduct of the hearing including (i) fixing the maximum time allotted to each speaker, (ii) providing for the designation of spokesmen for groups of persons supporting or opposing the same position, (iii) providing for the selection of delegates from groups of persons supporting or opposing the same positions when the number of persons wishing to attend the hearing exceeds the capacity of the hall, and (iv) providing for the maintenance of order and decorum in the conduct of the hearing.
It is anticipated that the Board of Commissioners will suspend the rules after the public hearing to vote on approval of the grant agreement and to accept the awarded amount of $2,204,683 for Emergency Management Service Facilities. The suspension of rules is necessary to meet the grant agreement acceptance deadline of May 28, 2024.

Main Street, Waynesville, NC 28786 prior to or following the public hearing will be responded to within ten working days by June 3, 2024.
